The Victorian Electoral Commission (VEC) is an independent and impartial statutory authority established under Victoria’s Electoral Act 2002.  The VEC conducts Victorian State elections, local council elections, certain statutory elections and polls, and commercial and community elections.

The VEC also conducts boundary reviews, maintains the Victorian electoral enrolment register, conducts electoral research, provides education services, and works to engage all Victorians who are entitled to vote in the democratic process.

We were responsible for supporting the procurement strategy and process (both EOI and RFT stages) to engage suppliers to support the conduct of the 2018 State election which is a large scale logistical operation that involves establishing arrangements across Victoria to enable over 3.6 million electors to vote.  Key parts of the project were:

  • Drafting specification documents and the response templates
  • Created evaluation plans and criteria in conjunction with the probity team
  • Developed the risk assessment and project governance requirements and assessing vendor proposals against these critical criteria
  • Developed a commercial model which met all program business objectives, provided greater transparency and delivered best value for money for the VEC
